AMENDED ORDINANCE GOVERNING THE COURSES

 

0.174 (A)   :   COMMENCEMENT &APPLICABILITY:

 

A.1 : The Ordinance shall come into force from the date of its notification by the University and be applicable to the candidates who seek for PhD after the said date.

 

A.2 :   These ordinances shall be applicable to the PhD. programs offered in the post-graduate Departments and also in the Constituent/Affiliated Colleges and   Institution recognized for the purpose by the colleges and Institutions recognized for the purpose by the University in different subjects in the faculties of

 

(a) Arts

(b) Social Science

(c) science and Technology

(d) Education

(e) Law

(f) Commerce

(g) Business Management

(h) any other faculty instituted by the   University from time to time.

 

0.174(B) :     STUDENT STATUS FOR ADMISSION:

 

B.1 :   A candidate is eligible to seek registration for PhD in any of the following categories:

 

a) :   Regular full-time students ( which includes the   University research scholars i.e. students admitted directly and research scholars sponsored by government / semi-government /other organizations).

 

b) :   Part-time /Vocational/External students: (Which includes teachers working in the post-graduate departments, Constituent/Affiliated/Junior Colleges within the jurisdiction of Karnataka University or any other recognized university and also non-teaching employees of Karnataka   University ).

 

c) :   Independent student:

 

(Teachers working in the post-graduate department/academic/research institutions without the guidance of a recognized research institutions without the guidance of a recognized   research guidance).

 

B.2 :   Regular/Part-time/Vocational/External students shall have it work under the   supervision of a guide guidance University   or any other  university recognized

   

0.174(C ) :   ELIGIBILITY CONDITION FOR ADMISSION:

 

C.1 : No candidates shall be eligible for seeking registration to the PhD program   unless he/she has secured a second class(i.e.50% marks) in aggregate in both   Master degree and Bachelor's examinations of Karnataka University   or   any other recognized institutions in the concerned subject.

 

However ,in case of the candidates belonging to SC/ST/Category-1, a relaxation to the extent of 10% marks is permissible (i.e. 40%).

 

C.2 : I n the case of the candidates having a pass class at the  Under- graduate level, he/she should have a minimum of 5 years teaching or research experience in any affiliated or constitution college of Karnataka University or any other university     recognized as equivalent thereto.

 

C.3 : In case of non-teaching Employees of   Karnataka University and its constitution   colleges, they should have put-in services for a period of not less than five years in the Karnataka University   or constituent colleges provided he/she possesses under-graduate and post-graduate degrees with not less than 50% at both U.G & P.G levels.

 

C.4 : A candidate desiring to do PhD. independently shall satisfy the following conditions :

 

a) He/She shall be a full-time teacher in a post-graduate Department or constituent or an Affiliated College within the   jurisdiction of Karnataka University and shall have at least five years teaching experience immediately preceding the date of submission of an application for PhD.

 

b)   He/She shall continue to be a teacher till he/she submits his/her thesis.

 

c)   He/She shall submit, along with his/her application for registration, a report on the   work done (published research work) in the concerned subject for the review by committee of Experts appointed and the committee shall report o the applicant to work for the   PhD.independently of the research guide.

 

d)   No teacher shall be allowed to work independently except on

the recommendation   of the concerned Board of studies.

 

C.5: No regular students (research scholar in the P.G.department receiving either UGC/ University / SC / ST   Fellowship ) shall accept any assignment teaching/any other remunerative / honorarium work till He/She submits the PhD. thesis.

 

 0.174(D) : REGISTRATION OF THE EMPLOYEES OF GOVERNMENT AND NON- GOVERNMENT ORGANIZATION :

 

D.1 : The employees of Central Government, state Government and non-Government organization may register for PhD as vocational/ external students.

 

D.2 : All ordinances pertaining to vocational / external students shall apply to them also.

 

D.3 : Such employees are not exempted from payment of registration , tuition and other fees.

 

0.174(E) : ADMISSION PROCEDURE:

     

E.1 : A candidate (regular / external / independent seeking registration for PhD) shall   apply to the chairman of the concerned department of studies in a prescribed   application form within 30 days from the date of announcement of results in     the first term and 30 days from the date of re-opening of a second term or as     notification from time to time .

     

E.2 : The duly completed applications shall be accompanied by the following documents:

 

a) Attested copies of statement of marks of Bachelor's degree

and Master degree examinations.

 

b) No Objection and service Certificates in respect of candidates who are employed.

 

c)  Eligibility certificates issued by the Karnataka University ,in case of the candidates coming from other   Universities or institutions.

 

d)  Migration Certificates  in the respect of the candidates

coming from other universities or institutions.

                     

e) An attested copy of the Cast Certificate in case of SC / ST / Category-1 candidates)

                     

f) A letter of undertaking to the effect that the candidate will be in constant touch with the Research guide ( in case of vocational / external candidates).

 

g) A bank challan for the application & registration fees paid .

                     

h) A copy of the resolution of the department council to the effect that the application of the concerned candidate has been duly approved in the meeting.

 

i) An attested copy of the statement of he M.Phil. examination passed by the candidate; if any.

 

j) A certificate from the Research Guide to the effect that the topic of the research work for PhD. is coming under the subject or the subject selected for the M.Phil.programme.

 

E.3 : The Post-Graduate Departmental Council Shall scrutinize the applications and finalize the admissions within 15 days from the last date for receipt of applications and shall forward the approved applications to the University.

 

E.4 : The University shall notify the acceptance of registration as recommended by the concerned Departmental Council within 15 days from the date of forward of applications by the concerned Department .  The concerned candidate pay the necessary tution fees (1st term) within 15 days from the date of receipt ofintimation to that effect, failing which his\her registration stands cancelled automatically.

 

E.5 : The University shall issue the provisional registration certificate soon after the payment of necessary registration and tution fees by the concerned candidate.

     

E.6 : The date of approval of the application by the Post graduate department council in its meeting, shall be the date of provisional registration. However, if any application forwarded by the Department is found to be incomplete by the University office, the date of registration shall also be the detail of Department Council meeting provided by objection/s raised by University is /are complied with by the candidate/the Department Council.

 

E.7 : The registration and tution fees for the PhD. program shall be as prescribed by the University from time to time.

 

0.174(F): Place of Research Work:

 

F.1:     Normally the research work shall be carried out at the P.G.Department/Affiliated College/Constituent College/Institutes approved by the University. However, on   the recommendation of the Guide(s) and the post-graduate department council,

 the University may allow the research work PhD degree to be partially or wholly  carried out at another organization recognized by the university before the work is

 undertaken. Such recognition shall be given for the individual research work.

 

F.2: Any Constitution/Affiliated College of the KARNATAK University or any institution carrying out academic and research work, for it to be recognized as research centre, shall have:

 

Staff qualified to act as PhD guides;

Adequate and advanced library;

Adequate and well-equipped laboratory; and

Other facilities essential for the research work.

Such an institution shall give an undertaking to the university to the effect that.

 

1) it will provide necessary infrastructural and library facilities; and

 

2) it will abide by the universities rules,regulations,ordinances etc.,as may be prescribed from time to time.

 

0.174(G):Duration of research Work:

 

G.1: After registration, every full-time student (i.e Research Scholars in the P.G Department) shall keep a minimum period of 4 terms (each term of six moths duration).

 

After completion of this minimum period of 4 terms, such student shall be permitted to submit his/her thesis within a maximum period of 4 years from the date of provisional registration subject to the condition that he/she should submit the synopsis of the PhD thesis within 6 months before the date of submitting the thesis.

 

G.2: After registration, every part-time/vocational/independent student shall complete a minimum duration of six terms (each term of six months duration) before the submission of the PhD thesis. After the completion of this minimum period of 6 terms, such student shall be permitted to submit his/her thesis within a maximum period of 6 years from the date of provisional registration subject to the condition that he/she should submit the synopsis of the PhD thesis within 6 months before submitting the PhD thesis.

 

G.3: In case the candidate is unable to submit the PhD thesis within the maximum period as stipulated in 0.174(G.1&2),

the Vice-Chancellor, on the recommendation of the Research Guide(s) and also the P.G Department Council/research institution, may extend the period as he deems fit.

 

G.4:Every PhD. student, who has been granted extension in time beyond the maximum period, shall pay the additional fees as imposed by the University for each additional term granted

 

0.174(H) Submission of Research Progress Reports:

H.1: Every PhD. candidate, coming under any category of the student status as specified in 0.174(B) shall submit the progress report on the research work done through the Research work done through the Research Guide and the Chairman of the concerned department at the end of every 6 months till the submission of the thesis.

 

H.2: No PhD. candidate shall be permitted to take up any remunerative examination work till he/she submits the thesis

H3: No full-time (i.e. regular) candidate shall be permitted to keep terms simultaneously for any other examination conducted by the university except the examinations of the part-time courses, like Certificate/Diploma courses in Foreign Languages, etc.

 

0.174(I): Change/Modification in the title of Research:

I.1: The title of The research topic shall be recorded in the provisional registration certificate issued to the candidate.

I.2: If any change (which is the nature of total replacement of research topic) is essential, such change shall be intimated to the University through the Chairman of the department and also the Research guide (with specific remarks on the need for total change) within a period of 6 months from the date of provisional registration.

 

I.3: If any modification (like adding new words to or deleting a words from the original research topic or changes in the placement of words in the topic, etc, is found to be essential after the issue of provisional registration certificate, such changes shall be approved by the research Guide and the Chairman of the department and be intimated to the university through the research guide and the Chairman of the Department at the time of submission of the synopsis of PhD thesis.

 

I.4: No student shall be permitted to register for the PhD degree on a problem which has been already offered for a research degree in this or any other University.

 

0.174(J): Submission of Synopsis:

J.1: After the completion of the 4 terms by the regular students and 6 terms by external /independent /part time students from the date of registration, the candidate may be permitted to submit the synopsis, but before the submission of the PhD thesis.

 

J.2:The candidate shall submit 15 copies of the synopsis of his/her PhD thesis.

 

J.3:The synopsis shall be submitted to register trough the guide and the COD

 

J.4: In case the candidate fails to submit his/her thesis within 6 months from the date of submission of synopsis, he/she can seek extension of terms as per clause 0.174(G.3).

 

J.5: Soon after the submission of the synopsis, the Chairman of the B.O.S in the concerned subjects shall prepare the panel of referees in the consultation with the research guide for adjudication of the thesis.

 

0.174(K): Submission of PhD. Thesis:

K.1: Each PhD. student shall submit 4 type-written or printed copies of the thesis, embodying the results of his/her research work and stating that whether the work is based on the discovery of new facts by him/her or new relations of facts observed by others and how the work trends to the advancement of knowledge. The candidates shall indicate the sources from which the information has been derived and the extent to which he/she has based the work on the work of others, and shall indicate which portion or portion of his/her thesis, he/she claims as original.

 

K.2:The thesis shall be written or printed in English /Hindi / Kannada, save when the subject matter relates to a modern European or modern Indian language, in which case it may be written or printed in that language. The language in which the candidate desires to write the thesis be indicated at the time of registration it self .If the thesis is written in a language other than English , 4 copies of abstract of the thesis in English be submitted.

Note: For the purpose of the above ordinance , the term ,"Modern English language", shall include Sanskrit, Kannada, Telgu, Tamil, Malayalam, Marathi, Hindi and Urdu and ,"Modern European language", shall include French, German, Portuguese and Russian .

 

K.3 : The candidates, who are permitted to work independently, shall submit their thesis through the chairman of the department or head of the institution.

 

K.4: The thesis may be submitted at any time during the year soon after its completion.

 

K.5: The copies of the thesis shall be bound in accordance with the following specification:

 

Size of the paper: Quatro-approximately A4 size Except for drawings, graphs, tables and maps on which no restriction is placed. The margin of one and half inches be left on the left hand side of the paper.

 

Binding of the thesis : The thesis shall be bound in standardized form as follows: Art vellum or cloth overcast, edges uncut, degree, year, name and title written or printed boldly on the front cover and the spine

 

A thesis which consists of a collection of pamphlets or excerpts or a single pamphlet must be bound in a similar cover

 K.6 : The PhD. thesis shall be typed or printed on one side of each page in double spacing.

 

K.7 : Out of the 4 copies of the thesis submitted by the student, shall be given to the internal referees and one to the university library.

 

0.174(L):Panel of Referees for PhD. adjudication:

 

L.1 : The panel of examiners for the adjudication of the thesis shall be prepared by the chairman of board of studies in the concerned subject in which consultation with the research guide and be submitted to the registrar, for the purpose of getting it approved by the respective B.O.S .The panel of examiners shall be placed before the B.O.S (P.G),if it is likely to meet within a short period after submitting the synopsis. If not , the approval of the members of the B.O.S shall be sought by way of circulation along with copies of the synopsis along the members of the B.O.S.

 

L.2 : In case of candidate submitting the thesis independent of the research guide, the Chairman of B.O.S shall prepare the panel of referees and submit it to the university for placing it before the B.O.S

 

L.3 : The panel of referees should consist of two sets. One set of six referees be Indian referees and second set of six competent referees be foreign referees except for thesis written in modern Indian languages and music along with their designation, email, fax number as far as possible. In case of thesis written in Kannada language a part of Indian referees be submitted.

 

L.4 :Out of the panel of referees approved by the B.O.S , the vice-chancellor of the university may select three referees each out of the above two sets in the order of priority. In case all the three referees selected by the vice-chancellor do not respond to the university's invitation for the evaluation of the thesis, the vice Chancellor of the university may fix the order of priority for the invitation in respect of the remaining three referees in each set.

 

L.5 : Incase of the candidate doing PhD. independent of guide, the vice-chancellor may appoint one more Indian referee out of the Indian panel of referees .

 

L.6 : Incase of both the lists of Indian and foreign referees are exhausted , the chairman of the concerned board of studies shall submit another panel of both Indian and foreign referees
